The agronomist Konrad Meyer, as a Senior SS Leader and Division leader at the Main Staff Office under the "Reich Commissar for the Strengthening of Germandom" Heinrich Himmler, held chief responsibility for Nazi settlement policy and territorial planning in Eastern Europe. In this function, he was also the author of the Generalplan Ost ("general plan East").
